The Internet Corporation for Assigned Names and Numbers (ICANN) today announced the launch of an Operational Design Phase (ODP) for the System for Standardized Access/Disclosure to Nonpublic Registration Data (SSAD) policy recommendations. The SSAD was proposed in the Final Report of the Generic Names Supporting Organization (GNSO) Expedited Policy Development Process on the Temporary Specification for gTLD Registration Data Phase 2 (EPDP) and approved by the GNSO Council.
In its 25 March 2021 resolution, the ICANN Board directed the ICANN President and CEO to conduct the ODP by addressing the questions outlined in the SSAD ODP Scoping Document. The expected output of the ODP is an Operational Design Assessment (ODA), to be delivered to the Board within six months of the request, provided no unforeseen legal or other matters impact the timeline.
Should the Board decide to adopt these recommendations, implementing them in a timely and predictable manner will require significant resources, as the SSAD-related recommendations are complex. While the SSAD ODP is the first that the ICANN organization (org) will conduct, the org has experience preparing the Board for consideration of policy recommendations by delivering relevant materials, as outlined in the Consensus Policy Implementation Framework (CPIF). The ODP was designed to formalize that step and provide additional transparency around how the Board deliberates on policy recommendations and determines whether the recommendations are in the best interest of the ICANN community or ICANN.
The ODP will assess the potential risks, anticipated costs, resource requirements, timelines, dependencies, interaction with the Global Public Interest Framework, and other matters related to the implementation of the SSAD-related recommendations (1-18). The ODP will also provide transparency and structure to the work ICANN org performs in assessing the operational impact of GNSO Council-approved recommendations.
